    Orientation on Municipal Information Management System

    In the month of June, COMMITTED oriented Waling, Tansen, Tikapur, Damak and Bhimeshwor municipalities on Municipal Information Management System (MIMS).
    Key objectives were to aware municipalities on how database management system works, its advantages and the steps towards making municipality digital and smart.
    With no doubt, Municipal Information Management System is very useful and reliable system that supports municipality in proper resource management, organized service delivery, disaster management, effective planning and decision making process and so on.
    MIMS is an updatable database system which can generate required sectoral data and assists municipalities on proper analysis.

    Household and institutional related data required for the development of MIMS were collected, with COMMITTED’s assistance, two years back for the making of Municipal Profile. Development of Municipal Information Management System is one of third phase activities of our ongoing project ‘Enhancement of Local Governance, Service Delivery and Economic Development (EnLoG-SDEG).’

    Sharing on Revenue Practice of Damak Municipality

    COMMITTED organized a three day virtual meeting on ‘Sharing Revenue Practice of Damak Municipality’ from 9th to 11th June, 2020. The meeting was focused on discussion about how Damak Municipality has been exercising their Land and Property Tax collection. Damak along with Tansen, Waling and Tikapur shared their revenue collection methods and record keeping system.
    This program was a great learning and sharing platform for all the participating municipalities.

  • COVID-19 Preparedness Maps for Municipalities

    COVID-19 Preparedness Maps for Municipalities

    In response to the COVID-19 outbreak in Nepal, COMMITTED created informative maps to assist local government in its effort to contain the spread of Coronavirus disease.  We produced these maps to help municipalities respond in areas that are greatly vulnerable to COVID-19 and to mitigate the risk of transmission. The municipalities are: Damak, Bhimeshwor, Tansen, Waling & Tikapur.

    The data used in the maps are generated from Municipal Profiles developed with technical assistance from COMMITTED.

    Due to extended nationwide lockdown, daily wage laborers are greatly affected and are in immediate need of relief materials. This map shows families in Bhimeshwor Municipality whose sole source of income is daily wage.
    Proper handwashing is considered to be the first line of defence to control the transmission of COVID-19. This map displays households in Tansen Municipality without direct water supply line, hence making them vulnerable to the global pandemic due to limited handwashing access.
    Patients of Cardiovascular Diseases (Hypertension, Heart Attack), Chronic Respiratory Diseases (Asthma, Lung Diseases, Pneumonia), Diabetes and Cancer are considered vulnerable to COVID-19. Households in Waling Municipality with patients of such chronic diseases are displayed in the map.
    In Tikapur Municipality, there are approx. 3,578 households with single women and 1,105 households with differently abled persons.

     

    We have been collaborating with all the five municipalities through our project ‘Enhancement of Local Government Service Delivery & Economic Governance (EnLoG-SDEG)’.

  • Local Government Comprehensive Plan Working Procedure

    Local Government Comprehensive Plan Working Procedure

    Following our ongoing activities for the development of Comprehensive Plan (CP) of five municipalities-Damak, Bhimeshwor, Tansen, Waling & Tikapur, we have also developed a Working Procedure (Karyabidhi) to serve as a guideline for the development of local government comprehensive plans. This guideline will facilitate municipalities to conduct development activities in the immediate timeline, and establish mean and way for amending their comprehensive plan in the future. It further reinforces institutionalization process for the establishment of various citizen centric approaches and mechanisms during the comprehensive plan development.

    This guideline is a legal document and can also be adopted as a local act, should the municipalities choose to do so in the future. COMMITTED seeks to provide this model for replication and endorsement for other municipalities seeking to develop their comprehensive plans. The key objectives of the guideline are to establish the following:

    • Provide legal basis for the plan
    • Establish citizen centric structures and process
    • Ensure maximum citizen participation
    • Formulate mechanism to develop the plan
    • Define rights and responsibilities of the mechanism, key actors including citizens
    • Manage issues and priorities
    • Establish process for plan implementation and amendment

    The drafted document was sent to all five municipalities for review and comments and with endorsement from the Plan Development Steering Committee, this document has now been endorsed and adopted by the Municipal Executive Bodies of four municipalities. Because of COVID-19 pandemic and the nationwide lockdown, Damak Municipality was not able to endorse the working procedure. The municipality will review and endorse it as soon as the country gets back to normalcy.

    This document was developed with the support from our EnLoG-SDEG project funding partner ‘The Asia Foundation (TAF)’ and its Subnational Governance Program partner ‘Public Policy Pathshala’.

  • Tikapur Municipality- COVID 19 Preparedness Maps

    With the increasing number of COVID-19 infected patients in Nepal, COMMITTED has published informative maps of Tikapur Municipality. The maps will assist municipality to identify its citizens who are in greater risk and vulnerable to COVID-19 pandemic. Thus, also help local governments to provide needed services in respective region and minimize the rate of transmission.
    Tikapur Municipality, within Kailali District of Sudhurpaschim Province, is one of five municipalities COMMITTED has been working with in the past three years. These maps are generated from census data COMMITTED assisted in collection and publication of a municipal profile document.

    Until the present Tikapur Municipality has two COVID-19 designated Isolation Hospitals and four Quarantine Centers.
